BUDGET COMMITTEE MEETING
Jan. 6, 2016

Members present: Mike Hogan, Rena Vecchio, Chris Papas, Joan Karpf, Bonnie Moroney, and Rob Gauthier (arrived at 7:46PM)

Missing members: Judi Scalley

Guest present: Paul Bussiere, Dave Scalley, Jeremy Oleson, Megan Rouillard, and Greg Hogan.

Meeting brought to order by Chairman Mike Hogan, and we opened with the Pledge of Allegiance.

Mike asked if all had a chance to read the minutes from the December 16th meeting. Rena motioned to accept at written, Chris second and it was passed.

The minutes reflect a copy of the warrants as given to the board to vote on, the votes and any conversation will be added under each of the warrants.

1) To see if the Town will raise and appropriate the sum of $35,000 (Thirty Five Thousand Dollars) for the purpose of refurbishing the fire apparatus known as Twin Mountain Engine 2, the total amount to be taken from the Fire Department and Ambulance Equipment, Apparatus and Personnel Special Revenue Fund established for this purpose. No new money will be raised from taxation. The Selectmen recommend this 3 to 0.

Mike motioned to recommend, Rena second and it was passed by all 5 members.

2) To see if the Town will raise and appropriate the sum of $15,000 (Fifteen Thousand Dollars) for the purpose of offsetting expenses related to ambulance operations, specifically hospital to hospital medical transfers of the sick and injured, the total amount to be taken from the Fire Department and Ambulance Equipment, Apparatus and Personnel Special Revenue Fund established for this purpose. No new money will be raised from taxation. The Selectmen recommend this 3 to 0.

Joan motioned to recommend, Rena second and it was passed by all 5 members.


3) To see if the Town will raise and appropriate the sum of $10,000 (Ten Thousand Dollars). Said monies shall be used to pay for a detailed design and engineering plan for the renovation of the Twin Mountain Fire Department located at 104 Route 3 North. The total amount to be taken from the New Land & Building Capital Reserve Fund. No new money will be raised from new taxation. The Selectmen recommend this 2 to 1.

Bonnie motioned to recommend, Rena second, and it was passed by all 5 members.

Joan asked how much was in the Land and Building Capital Reserve Fund. Nobody was completely sure. It was stated that there was about $204,591.70 in there after the election of 2014. She then asked where this address was located, and Jeremy, said that it was the existing Fire/Emergency station.
Jeremy said that he couldn’t wait forever to see if things will ever get passed for a new station, so he needs to look to the future and make some changes and fix the ones that need it at the existing station. There was some discussion about any warrants that will be going in for another emergency building or police, etc. Dave Scalley said that they are working on something.

4) To see if the Town will vote to raise and appropriate the sum of $1,167 (One Thousand One Hundred Sixty Seven Dollars) as the Town’s contribution to the Northwood’s Home Health & Hospice Services, a division of Weeks Medical Center. The monies are used to provide home health care services to the residents of Carroll. The Selectmen recommend this 3 to 0.

Bonnie motioned to recommend, Rena second and it was passed with 4 yes and 1 no.


5) To see if the Town will vote to raise and appropriate the sum of $1,797 (One Thousand Seven Hundred Ninety Seven Dollars) payable to North Country Home Health & Hospice Agency, Inc. to help offset the support of the home health care, supportive care, medical hospice and community health programs and services of North Country Home Health & Hospice Agency, Inc. and Hospice of the Littleton Area for the residents of Carroll. The Selectmen recommend this 3 to 0.

6) To see if the Town will vote to raise and appropriate the sum of $830 (Eight Hundred Thirty Dollars) as the Town’s contribution for Tri County Community Action Program in support of their services for residents in our community. The Selectmen recommend this 3 to 0.

Bonnie motioned to recommend, Rena second and it passed with 4 yes and 1 no.

7) To see if the Town will vote to raise and appropriate the sum of $350 (Three Hundred Fifty Dollars) as the Town’s contribution to help offset the costs of the Senior Meals Program run by Tri-County CAP, Inc., North Country Elder Programs for elderly residents in our community.
The Selectmen recommend this 3 to 0.

Bonnie motioned to recommend, Rena second and it was passed with 4 yes and 1 no.

8) To see if the Town will vote to raise and appropriate the sum of $1,250 (One Thousand Two Hundred Fifty Dollars) as the Town’s contribution to help offset the support of preventative and primary health care services of Ammonoosuc Community Health Services, Inc. for the residents of Carroll. The Selectmen recommend this 2 to 0.

Bonnie motioned to recommend, Rena second and it passed, with 4 yes and 1 no.
9) To see if the Town will vote to raise and appropriate the sum of $2,000 (Two Thousand Dollars) as the Town’s contribution to help offset the costs for the Caleb Interfaith Volunteer Caregivers that serves the needs of elderly people in our community.

Bonnie motioned to recommend, Rena second and it passed with 4 yes and 1 no.

10) To see if the Town will raise and appropriate the sum of $2,000 (Two Thousand Dollars) to donate to the Tyler Blain House, Lancaster, NH, one of the only homeless shelters in northern NH.

11) To see if the Town will vote to raise and appropriate the sum of $356 (Three Hundred Fifty Six Dollars) as the Town’s contribution to the American Red Cross. Selectmen recommend this 20 to 0

Bonnie motioned to recommend, Mike second and it passed with 4 yes and 1 no.

12) To see if the Town will vote to raise and appropriate the sum of $500 (Five Hundred Dollars) for Court Appointed Special Advocates (CASA) of NH for recruiting, training and supervising volunteers who advocate in NH’s courts for the best interests of abused and neglected children. Selectmen recommend this 2 to 0.

Bonnie motioned to recommend, Rena second and it passed with 5 yes.

13) To see if the Town will vote to raise and appropriate the sum of $923 (Nine Hundred Twenty Three Dollars) as the Town's contribution to the Northern Human Services - White Mountain Mental Health and Common Ground, a non-profit mental health and development service center. Selectmen recommend this 2 to 0.

Bonnie motioned to recommend, Rena second and it passed with 5 yes.
Mike said that he has a special needs child and he would like to say how helpful this organization is.

14) To see if the Town will vote to raise and appropriate the sum of $2,000 (Two Thousand Dollars) for the Coalition Communities in Portsmouth, New Hampshire; which group consists of and represents 36 towns, including the Town of Carroll, in a solution to our educational funding crisis by opposing the re-establishment of donor towns and by keeping the statewide property tax so that it can be used locally to fund our own education assessment from the White Mountains Regional School District.

Bonnie motioned to recommend, Rena second and it passed with 4 yes and 1 no.

15) To see if the Town will vote to raise and appropriate $35,000 (Thirty Five Thousand Dollars) to be placed in the Road Improvements Capital Reserve Fund. Selectmen recommend this 3 to 0.

Joan, asked what the plans are for the roads, and how much money we have in there presently. It was said that is was about $84,706.00 in there and Greg said that he is working on something for all the roads to be done at one time.

Rob arrived at 7:46, so the number of votes will increase to 6.

16) To see if the Town will vote to raise and appropriate $30,000 (Thirty Thousand Dollars) to be placed in the New Land & Building Capital Reserve Fund. Selectmen recommend this 3 to 0

17) To see if the Town will vote to raise and appropriate $18,000 (Eighteen Thousand Dollars) to be placed in the Police Cruiser Capital Reserve Fund. Selectmen recommend this 3 to

18) To see if the Town will vote to raise and appropriate $15,000 (Fifteen Thousand Dollars) to be placed in the Municipal Truck Capital Reserve Fund. Selectmen recommend this 3 to 0

19) To see if the Town will vote to raise and appropriate $10,000 (Ten Thousand Dollars) to be placed in the Landfill Closure Capital Reserve Fund. Selectmen recommend this 3 to 0

20) To see if the Town will vote to raise and appropriate $10,000 (Ten Thousand Dollars) to be placed in the Highway Equipment Capital Reserve Fund. Selectmen recommend this 3 to 0

21) To see if the Town will vote to raise and appropriate $4,000 (Two Thousand Dollars) to be placed in the Computer Technology Capital Reserve Fund. Selectmen recommend this 3 to 0

22) To see if the Town will vote to raise and appropriate $2,000 (Two Thousand Dollars) to be placed in the Library Improvement Capital Reserve Fund. Selectmen recommend this 3 to 0

23) To see if the Town will vote to raise and appropriate the sum of $24,000 (Twenty Four Thousand Dollars) to be placed in the Property Revaluation Capital Reserve Fund established in 2013 for the purpose of completing a total revaluation of the Town in 2017 – as mandated by the State, at five year intervals. This is the third installment to attain the total cost of $120,000 (One Hundred Twenty Thousand Dollars) for the total process as quoted by our appraisal company. The Selectmen recommend this 3 to 0.

Bonnie motioned to recommend, Rena second and it passed with 6 yes.

24) To see if the town will vote to raise and appropriate the amount of $12,000 (Twelve Thousand Dollars) to fund Planning Board, Zoning Board of Appeals and the Property Inspector-Code Enforcement Officer Salary. And further to authorize the withdrawal of such amount from the Planning Special Revenue Fund established in 2006 for that purpose. No money to be raised from new taxation. The Selectmen recommend this 3 to 0.

Bonnie motioned to recommend, Rena second and it passed with 6 yes.

25) To see if the Town will vote to authorize the Carroll Conservation Commission to retain the unexpended portion of its 2016 appropriations as authorized by RSA 36-A:5, said funds to be placed in a conservation fund account held by the municipal Treasurer (RSA 41:29). The Selectmen do not recommend this 2 to 1.

Rena asked how much was in there currently, and it was said $1,257.73. She also asked what the money would be used for, and Joan said that it could be used to purchase property to add to the Town of Carroll Conservation Comm.

Statement to be added to 2016 Operating Budget Warrant Article:

The Transfer Station/Recycling Center Budget will be offset by $20,000 from the Recycling Equipment Special Revenue Fund established in 2001.

Joan asked what would happen if the budget didn’t pass about this $20,000.00. Bonnie said that if the budget didn’t pass it would go to the default budget, and this statement was in there last year, so probably it would come under the carry over, but she was not positive,. Joan felt that DRA didn’t think about that possibility when they advised us to do this, and that we should check into this.

26) To see if the Town will vote to raise and appropriate the sum of $1,000 (One Thousand Dollars) for maintenance of the old landfill. This includes needs for actual physical maintenance, engineering and overseer expenses. The appropriation will come from the Landfill Closure Capital Reserve Fund established for this purpose. No money to be raised from taxation.
Selectmen recommend this 3 to 0

Bonnie motioned to recommend, Rena second and it passed with 6 yes.

27) To see if the Town will vote to raise and appropriate the sum of $6,000 (Six Thousand Dollars) for ground-water monitoring of the old landfill; including to pay for the engineer to take samples, produce reports and send the results to the Town and State and to pay the laboratory fees to process the samples. The total amount to come from the existing Landfill Closure Trust Fund established for this purpose. No money to be raised from taxation. Selectmen recommend this 3 to 0

Bonnie motioned to recommend, Rena second and it passed with 6 yes.

28) To see if the town will vote to raise and appropriate the sum of $8,000 (Eight Thousand Dollars) for the value of the 2011 Chevy, Silverado 1500. Money to be placed into the Police Cruiser Capital Reserve Fund to offset the transfer of this vehicle from the Police Department to the Town of Carroll Water Department. This amount to be removed from the Water Department Capital Reserve Fund. No new money will be raised from taxation. Selectmen recommend this 3 to 0

Bonnie motioned to recommend, Rena second and it passed with 6 yes.

29) To see if the Town will vote to raise and appropriate the sum of $9,500.00 (Nine Thousand Five Hundred Dollars) to be placed in the Water Department Capital Reserve Fund, said appropriation to be offset by water user fees. No new money will be raised from new taxation. Selectmen recommend this 3 to 0

Bonnie motioned to recommend, Rena second and it passed with 6 yes.

Rob said that if he had been here on time, he would have voted yes to #11 for the Red Cross.

Joan said that she wanted to go over the Revenues, she said that the Budget Committee was supposed to figure out the revenues. Bonnie said that she was not sure how to do that, but if Joan wanted to, by all means go ahead.

Dave asked about the Chamber’s budget from the last meeting, and how it ended up. It was said the Mike was supposed to check into it and in all fairness contact the Chamber to come and defend it, Dave said he may have told them the wrong date. Much discussion went on, and Bonnie said it was not right to lower a budget that much after they present and nothing is said when they are here and in all fairness they should be told to come back and support the need.

Greg presented a sheet with information of a grant that he had been awarded for the Water Dept.
The grant is for $15,000, and we have to meet with another $15,000.00. This is for mapping the water lines and shut offs, updates, etc. Greg asked to increase the Audit line 04-4332.10-400 to $30,000.00. The state would refund the $15,000 after the work is completed, or part of it, depending on how Greg decides to handle it. Rena motioned to accept, Joan second and it was passed.

Bonnie motioned to adjourn at 8:50 PM, Rena second and it was passed. Next meeting is Jan.13th for the Public Budget Meeting. And the 14th if needed for anything not completed.
