Meeting Minutes

June 1, 2006
"These minutes of the Town of Carroll Planning Board have been recorded by its Secretary.
Though believed to be accurate and correct they are subject to additions, deletions and
corrections by the Planning Board at its next meeting when the Board votes its final approval
of the minutes. They are being made available at this time to conform to the requirements
of New Hampshire RSA 91-A:2."

Meeting called to order at 7:00 PM

The Board reviewed the minutes of May 4, 2006. Chairman Birknes entertained a motion to accept the minutes with minor corrections to the first three pages. Charlie Cohn made a motion to accept the minutes with the amended corrections. Connie Oliver seconded. All were in favor and the minutes were approved unanimously.

The Board began the public hearing for a 7 lot subdivision by Bruce Seymourian off Sugarloaf Drive. Harry Burgess, surveyor for Mr. Seymourian acted as agent. Five of these lots will use wells for their water, the other two will be connected to town water. Comments by Provan & Lorber were addressed. Two buildings that were not shown on the original plans have been added. Drainage calculatons have been submitted and a request has been made to NH DES for a wetland permit. One of the culverts was replaced. Roadway centerlines and lot lines have been flagged. Mark Vander Hayden did the perc tests and will send documentation to the town. The plans have been changed to show town water on only 2 lots. Chairman Birknes asked why the eighth lot that is mostly wetlands was not sectioned and added to other lots rather than leave one lot unbuildable. Mr. Burgess stated that was Mr. Seymourian’s decision. The Chairman stated that he will probably be assessed and taxed for that lot, and maybe would want to declare an easement as common land for the subdivision. Evan Karpf asked how wetlands would affect access to Lot 8, and was told that it would share a common drive with Lot 7 so wetlands would not have to be crossed. Dr. Karpf also asked if radon was an issue in this subdivision. Billy Rines said that two homes in the area had tied into town water because of radon, but thus far they were the only places where it was known to be. Harold Garneau asked the board to address the issue of the prime snowmobile trail in Twin Mountain that has been used for 35 years. There is no other way for people to cross Route 3 and get to the trail in the National Forest. He stated that if this is disconnected, we have a major problem. Mr. Garneau had a conversation Saturday, May 27, with Mr. Seymourian and his wife, and he was guaranteed by Mr. Seymourian that they would not close off the trail, and he would put a trail easement on his subdivision plans. The plans submitted tonight do not show the trail, and Mr. Garneau inquired if the plans are approved, can they be updated for the trail easement, as he wants to see it on a registered document. He was told the plans could be updated later and submitted to the registry. Chairman Birknes asked what the repercussions would be if the trail easement was not given. Mr. Garneau said they’d lose the only way to cross Rte. 3, access they’ve had for 35 years. He said he was here speaking for the Twin Mtn. Snowmobile Club
