“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Bonnie Moroney, Paul Bussiere and David Scalley.

The meeting was called to order at 6:05 p.m.by Chairman Moroney.

Chairman Moroney said this meeting is about the break in the water main on Route 302. Greg and Scott have brought quotes from DBU, Dan’s Dirtworks and EJP for doing the work and providing the materials.

DBU is the company whom the Water Department used on the break in the summer on Route 3 South, under which they had to bore to make the repair. It has been decided that this is the best and most cost effective way to accomplish this repair also. They will start by the Cog train and bore under Route 302 to come up in the parking lot at St. Patrick’s Church. Discussion of the actual locations and way in which the work will be done took place. It was noted they will get all work that they possibly can get done first and then they will do that which requires the water to be turned off. This work will also include the river crossing if the weather will hold off. If that is not the case, this will resume as soon in the spring as it can.

Selectman Scalley questioned who do the work if plowing and road care needed to be done while the water project is in process. Greg Hogan said his crew would be taking care of it as they will not be needed while most of the work is going on.

Further discussion on the process and cost ensued and it was stated they need to be sure to include enough money to cover the repair and the river crossing, as DRA recommended getting it all done as soon as possible. It was recommended that they get the final price from DBU for the entire project, rather than as noted with prices for each piece of the project. Discussion continued about total cost including the three vendors/suppliers and any additional labor which may be required, including from our own staff. After further exchange, it was agreed that $150,000 should be sufficient to complete the project in full.

Because we will have to overspend our budget, it is required that the Town appeal to the Department of Revenue Administration to do so. Inasmuch as we have an official Budget Committee, we do not have to have a public hearing for this, but the Budget Committee must have a special meeting so they understand the necessity of the project and can vote to sign the letter which will be sent to DRA from the Board of Selectmen and the Budget Committee.

Chairman Moroney made a Motion to: Use $150,000 of Unassigned Fund Balance for the emergency repair of the water break and the river crossing. Selectman Bussiere seconded and the Motion passed unanimously.

Inasmuch as we have the information of cost which will be required for the letter to the DRA, Selectman Scalley made a Motion that: The Selectmen sign the letter on Friday. Selectman Bussiere seconded and this passed unanimously.

As there was no further business, Selectman Bussiere made a Motion to adjourn the meeting. Selectman Scalley seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 6:50 p.m. The next meeting will be Monday, December 15, 2014.
