MASTER PLAN COMMITTEE PRESENTATION
MINUTES
NOVEMBER 6, 2014

Members Present: Chair, Donna Foster, Michael Hogan, Bonnie Moroney, Ken Mills, Richard Krapf, Ernie Temple, Karen Saffian and Evan Karpf

Meeting was called to order at 6:30 by Chairperson Donna Foster

Chairperson Donna Foster opened the meeting:
“I would like to welcome all of you that have taken time to come to tonight’s meeting. This is a presentation from the Master Plan Committee of the Planning Board. One of the responsibilities of planning boards is to establish a Master Plan and to update every few years. It is a tool to help anticipate the future needs of our town and how best to prepare ourselves. The last one was done in 1986 and has not been updated since, which is why this has taken a lot of work on the part of the committee. I know people who remember a population of around 400 and today it is 700 plus or minus. We have 900 or so residences and the town sends out 1611 tax bills each year. I would like to introduce the committee members, Ken Mills, George Brodeur, Michael Hogan and Evan Karpf. George is not a member of the planning board but has chaired this committee as a resident with a great deal of knowledge of the past history and workings of Carroll. I would also like to introduce Tara Bamford of North Country Council. She has been a great asset by directing us in ways to collect information and what information we would need to create a strong Master Plan.
Tonight’s meeting is about town buildings such as our town hall. We are not endorsing any particular plan presented here tonight. We are bringing information to you, the people of Carroll, so you can make an informed choice when presented at a Town meeting in the future. How we move forward is ultimately up to you, but these are issues that will have to be addressed in the future and the sooner the better. If we can plan for these changes in advance it will have a smaller impact on your tax dollars over the years than having to make sudden changes because of the reasons that have occurred in neighboring town’s with the condemning of their town buildings and scrambling to find space.
With that I would like to have Christine Frost, Director of the North Country Council, open tonight’s presentation. I would like you to remember your questions and hold them until we can open the floor. That way we can have a complete presentation which should make more sense in the long run. Also if you think of a question or an idea after tonight, please drop it off at the town hall for the Planning Board and we will address it to you and at future meetings.”
The presentation started at 6:30 and went until 8:45. The agenda for the meeting was:
1. Agree on ground rules
2. What we heard from residents (survey that was done)
3. Town hall today
4. Tomorrow (break out into groups)
5. What we know about the existing building and costs
6. Other pros and cons
7. Summarize results and identify next steps
The Master Plan Committee presented information on the Town Hall including estimated renovation costs and alternative plans for the future that will be included in the Master Plan. A copy of these estimates will be attached to the minutes in the Town Hall.
At 8:50, Bonnie Moroney made a motion to: adjourn the meeting. Michael Hogan seconded and the motion passed.
